Numerous environmental, social, and health risks are closely tied with the rate of infant mortality, and the measure is used globally as an indicator of maternal and child health status, as well as population health. In the United States, as well as locally, in Allegheny County, significant racial and ethnic disparities exist in adverse birth outcomes. Determining the root cause of these disparities is essential to plan public health initiatives aimed at reducing the gap in outcomes. The Allegheny County Infant Mortality Collaborative (IMC) is an initiative with the goal of pledging a first birthday for every baby in Allegheny County through collaboration, action, and accountability. The goal of this research was to design an equity-focused evaluation for the IMC that explores the equity practices and perceptions of its members, and conduct a baseline assessment of the equity strategies, initiatives, and programs of the IMC. This is a mixed methods evaluation design that includes key informant interviews, a document review, and surveys. The evaluation was developed using a health and racial equity framework.
